I did an out and back to the peak as my time was limited.  I started around 0730 as I still had a long drive home, glad I did.  This trail has a lot of sun exposure, would be pretty hot in warmer weather.  The early start was also nice as I didn’t see anyone else until after I had summited and was heading back down.  I saw five bike riders in total, it was easy to step off trail to let them pass.  I saw no hikers during my hike. The peak had a nice view of Morro Bay.  There was a picnic table and two benches to sit on.   There was a dirt pullout/parking area directly across from the trailhead, no bathrooms; there are bathrooms at the Spooner Ranch House parking area not that far away.  Be careful driving in there as were deer on the road when I visited.  There is a campground also within the park if you are interested in camping.  You can find a downloadable trails map and park brochure on the state park website.   I didn’t find the peaks here too difficult, if you are short on time you could probably do both Hazard and Oats Peak in the same day.
